Chapter 2 (Jougetsu)

青辛　[せいしん]　Sei Shin (blue + adversity), also known as Kantai. He first appears in chapter 52 of A Thousand Leagues of Wind.

Kei Province in Hou (恵) and the Kingdom of Kei (慶) are "spelled" with different kanji.
